(1) There will be a secretariat operation and management committee as follows to determine the policies, programs and budget necessary for the operation and management of the federal parliament and the secretariat, and to supervise, control and supervise them. (c)       Deputy Speaker – Member(d)     Deputy Speaker of the National Assembly – Member(e)     Secretary General – Member(f)     Secretary of the House of Representatives – Member(g)     Secretary of the National Assembly – Member(s)  Secretary Secretary (Parliamentary Studies and Research) – Member( J) Secretariat Secretary (Administration) - Member-Secretary (2) In the event that the post of Speaker is vacant, the Speaker of the National Assembly shall act as the Chairman of the Committee as per Sub-rule (1). (3) The work, duties and powers of the Committee as per Sub-rule (1) shall be as follows :-(a) To carry out operations and management of the Secretariat, (b) to determine the annual program and budget of the Federal Parliament and the Secretariat and to determine the expenditure standards, (c) coordination and cooperation between the House of Representatives, the National Assembly, the Parliamentary Committee and the Joint Committee and to maintain and coordinate, (d) to carry out necessary investigative work to make the work of the Federal Parliament effective, (e) to coordinate and cooperate with the Provincial Assembly, (f) to determine the position and job description of the staff in the Secretariat, (g) of the Secretariat Conducting work related to employee morale development and facility determination, (h) Determining and implementing short-term and long-term policies related to the physical construction and improvement of the Federal Parliament and Secretariat, (j) Conducting work related to capacity building of officers, members and employees, (j) Coordination with the Government of Nepal Preparing the annual agenda of the Federal Parliament, Parliamentary Committees and Joint Committees, (k) Liaison, coordination and cooperation with other international organizations including the Legislature of the Commonwealth of Nations, the Inter-Legislative Association, the Asia-Pacific Parliamentary Forum, the SAARC Speakers' Association, the Asian Parliamentary Assembly, etc.and exchange of parliamentary delegations. (4) The committee as per sub-rule (1) may invite ministers and officials of constitutional or other bodies to the meeting of the committee if deemed necessary. (5) The procedure for the meeting of the committee as per sub-rule (1) shall be as determined by the committee itself. .
